The Shinobi Alliance is an alliance of the Five Great Shinobi Nations. It is rather loose between nations, but within each nation the command structure is iron. Currently, the Shinobi Alliance's main goal is to learn more about the regions known as "Hueco Mundo", "Soul Society", and "Earth".

The leader of the the Shinobi Alliance has traditionally been the Hokage, and the other Kages each have a particular position whose underlings traditionally come from the Village the Kage commands.
